July 2012: The California Pacific Airlines (CPA) start-up is the dream of Ted Vallas, who founded Air Resorts International (d b a "Flight Trails"), which operated from 1975 until 1997, accumulating one of the largest fleets of Convair-Liners in the world. He also launched the stretched version of the turbine variant, the Super 580.

Based at McClellan-Palomar Airport, Carlsbad, in northern San Diego County, (CPA) plans to fly to Oakland, San Jose, Sacramento, Las Vegas, Phoenix, and eventually San Jose del Cabo (Cabo San Lucas), California Baja Sur.

March 2013: Start-up carrier, California Pacific Airlines (CPAir) (CPA) has named former Comair (COI) head John Selvaggio as its President & (CEO).

The Carlsbad, California-based airline is still undergoing the USA Federal Aviation Administration (FAA) certification process and plans to be based at Palomar Airport. (CPA) expects to complete the certification by mid-summer.

Selvaggio will take over the airline from its Founder & Chairman, Ted Vallas, says the airline.

Selvaggio was most recently President & (CEO) of former Delta Air Lines (DAL) subsidiary, Comair (COI), before he retired in 2008. (COI) was eventually shut down by (DAL) in September 2012.

His appointment to head (CPA) would be Selvaggio's third return in recent years to the airline industry. Selvaggio had resigned from Delta (DAL)'s now-defunct low-cost unit Song Airlines, where he was President & (CEO). He then returned to (DAL) in 2007 to head Comair (COI).

Selvaggio had also previously worked with American Airlines (AAL) and US Airways (AMW)/(USA).

"I'm too young to be retired. That's why I accepted Ted's challenge of getting CPAir certified and off the ground," Selvaggio says. "With my extensive experience at American (AAL) and American Eagle, I think I can fill the need that calls for a veteran hand to guide this exciting new venture and help Ted raise capital for growth."

CPAir will operate Embraer E170 airplanes, the 1st of which was delivered last summer. It will fly non-stop daily to San Jose, Oakland, Sacramento, Las Vegas, and Phoenix.

April 2016: California Pacific Airlines (based at Carlsbad, California) (CPA) may have to defer its launch plans beyond the 3rd quarter of this year after officials from San Diego County, the owner of (CPA)'s base Carlsbad, California, warned that the start-up had yet to secure approval for its Environmental Impact Assessment (EIA), a key requirement in its quest to begin scheduled Part 125 operations.

The San Diego Union Tribune reports that during a press conference last week, (CPA)'s Founder & Chairman Ted Vallas, clashed with officials claiming that all necessary environmental studies had been done and submitted. County officials disputed his claim stating that (CPA)'s most recent (EIA) was rejected in February owing to insufficient information concerning its operational plans, security procedures and daily traffic patterns.

When officials added that approval could take between 8 and 24 months to secure, Vallas reiterated a previous position that (CPA) would instead consider acquiring an existing airline's (AOC) and using that to launch. That however, would also require an (EIA), the officials added.

(CPA)'s launch has dragged on for several years with the (FAA) citing "several deficiencies relating to safety, maintenance and inspections" in its last round of inspections back in 2013.

Last month, Vallas announced (CPA) had set itself a provisional 3rd-quarter launch window with plans to use a trio of ERJ-135s to serve 6 destinations in California, Arizona, Nevada, and Mexico from its Carlsbad, California hub.

TED VALLAS, CHAIRMAN, & FOUNDER.
Ted Vallas has been a businessman and entrepreneur in North County San Diego for >60 years. He has developed and managed >40 businesses ranging from the construction of golf courses around the world to building and running resorts. Ted was the co-Founder and President of General Design and Instrumentation Company (Scanivalve), a wind tunnel and instrumentation company. In the 1970’s, Ted formed a regional airline called "Air Resorts" which ran for 17 years. They operated out of Lindbergh Airport serving Burbank, Phoenix, Tucson and other point-to-point destinations. Ted also provided charter service as well as support to a number of government programs. During this time, he formed the Super 580 Aircraft Company, which was created to reconfigure and increase the seating capacity of the Convair 580.

Ted holds a B A degree from Balboa University and an MBA from Cal Western University.

He is licensed as a pilot (FC) for fixed-wing airplanes and is in the process of attaining a private helicopter license.

DEAN SINERIUS, VP TECHNICAL OPERATIONS, EX-(NWA)/(FRO).
Dean has 35 years of experience in airplane maintenance and maintenance management with (FAA) Airframe & Power Plant (A&P) Certification. He began his career in the US Navy as a P-3 flight engineer and later joined Northwest Airlines (NWA) as an (A&P) mechanic (MT) for 6 years, before being promoted to management. Dean spent 18 years with (NWA) in various management positions before moving on to Champion Air as the Director of Technical Programs. Dean has also worked in management and leadership positions for (GE) Aircraft Engines, America West, Frontier (FRO) and the Mesa Air Group. Most notable among his accomplishments are the creation, subsequent (FAA) approval and implementation of the Aircraft Maintenance Reliability Program and the maintenance tracking and planning computer systems (Trax and Omega), while working with Champion Air and The Mesa Air Group. Dean graduated from Inver Hills College in Minneapolis, Minnesota, with a degree in Aviation Business Management.

CAPTAIN ROBERT HEMBURY, DIRECTOR OF OPERATIONS.
Robert has 27 years of experience in a variety of (FAA) Part 121 & 135 operations. Beginning as a First Officer and then Captain (FC) with Jet Express, he flew for Schubach Aviation. After working at National Airlines as a Boeing 757 systems instructor, he spent 10 years as Director of Operations for Jet Air Systems, a Part 135 operation based in El Cajon, California. He holds type ratings in a wide assortment of airplanes from the C650 and DA-50 to the 737 and 757. Rob graduated from (SDSU) with a degree in Operations Management.

CAPTAIN BRET EBAUGH, CHIEF PILOT, EX-(PSA)/(EOS)/(PLU).
This “Eagle Scout” has been involved in aviation for >20 years. He has >12,500 hours in over 70 different types of airplanes, from very small aerobatic airplanes to international transatlantic heavy Boeing airplanes. Bret has flown for (PSA), (EOS) and Pluna Airlines (PLU), where he has performed such duties as Check Airman (both in simulators and airplanes), an Aircrew Program Designee (Designated Examiner) in addition to acting as the Manager of Flight Standards. At (EOS) he was captain certified on the Boeing 757, Extended Twin-Engine Operations (ETOPS) and Cat IIIb qualified. His latest assignment was as a Bombardier (BMB) certified International Examiner and Instructor on their entire (CRJ) airplane family throughout South America. Bret has taught and performed Aerobatics throughout the USA and Mexico and placed second at the USA National Aerobatic Championships in 1993.

PATRICK RANDALL, CHIEF INSPECTOR, EX-(CAL)/(PSA)/(AMW)/(USA).
Patrick Randall brings 35 years of aviation maintenance experience to the Chief Inspector position. Following 4 years as a B-52 electrician in the Air Force at Fairchild Air Force Base, Patrick assumed the role of mechanic (MT) for Imperial Airlines, a Part 135 carrier operating from Carlsbad's airport. During the next phase of his career, Patrick worked for major carriers Continental Airlines (CAL), (PSA), and US Airways (AMW)/(USA). He performed "C" Check Maintenance and avionics repairs and served as Electrician and Maintenance Controller. He continued on with US Airways (AMW)/(USA) being promoted to Line Maintenance Supervisor and then Maintenance Supervisor, and ultimately became responsible for all aspects of the airline's Maintenance Operations at John Wayne Airport in Santa Ana, California. Patrick is right at home at Carlsbad, the airport where his career began.

PAUL HOOK, DIRECTOR SAFETY & SECURITY, EX-(SVA).
Paul Hook's 49 years in aviation began when he started flying at 16. He has served for 32 years as a Director of Operations with 14 CFR Part 125 and 135 carriers. Paul was a Captain on the Boeing 727, 737, Gulfstream and BAE 125 airplanes. For 8 years, he served as Director of Aviation for members of the Saudi Royal family. He was a training Captain for the Royal Commission in Saudi Arabia, holding (FAA) and Saudi Arabian Airline (SVA) Transport Pilot certificates (TA 1530) also Flight Engineer and Cayman Island Boeing 727 Captain Validation. Over the course of his career, he has flown 76 different types of airplanes including the Spitfire and P51. Paul graduated from Oxford with a degree in Applied Mathematics.

GREGORY ALBERTS, AIRLINE ACQUISITION MANAGER, EX-(UAL)/(AMW)/(USA).
Gregory Alberts is the founder of O2 Aviation Services, a re-marketing and asset management company that specializes in customized commercial airplane transactions. He has been involved in the aviation industry for >22 years with the unique distinction of having worked for a lessor, airplane manufacturers and several airlines. He has held progressively senior management positions in sales, marketing, strategic planning, finance and fleet planning with Jetscape, Embraer (EMB), Atlantic Coast Airlines, United Airlines (UAL), Dornier and US Airways (AMW)/(USA). Over the course of his career, he has been directly involved in the sale, marketing and leasing of >250 commercial airplanes (Embraer (EMB), Boeing (TBC), Airbus (EDS), Bombardier (BMB) and Dornier) to customers around the world. He has also served as a US Navy officer with the rank of Commander on various combatant vessels and with military logistics commands in support of world-wide operations. He is a post-graduate of the US Naval War College and holds a Bachelor degree in Economics from the University of Southern California (USC).

KEN MCLURE, DIRECTOR FLIGHT CONTROL OPERATIONS, EX-(AMW)/(USA).
Ken is an (FAA) certified Aircraft Dispatcher and Weather Specialist with >20 years of experience in both Part 121 and Part 135 domestic and international operations. He created the Flight Control department for Jet Domain, LLC, and developed and implemented procedures for flight control and training. He worked as a Dispatcher and Systems Operations Control (SOC) Manager for America West Airlines/US Airways (AMW)/(USA), Dispatcher for Sky West Airlines, and VP of Flight Control Operations at Mach One Air Charters, Inc. Ken's background also boasts three decades of experience as a commercial pilot (FC), flight instructor, and professional Skywarn spotter, chasing active tornadoes.

RANDY BROWN, DIRECTOR MARKET PLANNING/REVENUE MANAGEMENT, EX-(AMW)/(USA)/(UAL).
Randy 1st worked as a Reservation Manager for Hyatt Hotels in the mid 1990’s. At United Express and United Airlines (UAL), Randy worked in pricing, strategic planning, and was Manager of Revenue Management. At US Airways (AMW)/(USA), Randy served in Distribution Strategy, evaluating various methods of ticket sales through online agencies, in-house reservations, and traditional travel agencies. In E-Commerce Strategy, he developed new products and functionality for usairways.com. Since 2004, Randy created an online electronics retailer and exporter business called Digital Lifestyle. CHARLES BUBB, DIRECTOR TECHNICAL PUBLICATIONS.
Charles' interest for information technology (IT) and system engineering first took root when he began his career as an academic teacher. By employing education technology in the classroom, he discovered that concepts could be more readily received by his audiences given its relevance in the information age. Taking this knowledge, Charles moved onto the (IT) industry and worked in project management for Paramount Software, MicroVision Development, (SPAWAR), and (SAIC). His role with California Pacific Airlines (CPA) applied his passions for communication and information architecture in the evolving technical environment of aviation regulatory compliance. Charles is a graduate of (USD) with a B.A. in Economics and History, and maintains professional certification in technical authoring and database administration.

LISA EBAUGH, MANAGER IN-FLIGHT TRAINING, EX-(PSA).
Lisa began her career in the aviation industry as a flight attendant (CA) for (PSA) Airlines. She quickly advanced to the position of Check Flight Attendant which led to her involvement with (FAA) Proving Run Certification for a new airplane fleet. She was a participant in the creation and publication of the Flight Attendant Manual and assisted with the development and instruction of the CRJ training program. Following successful completion of (FAA) Certification, Lisa became a member of the In-Flight Training Department where she instructed and developed many programs and played an integral part in the restructuring of the In-Flight Training Program.
